Error Message Still Appears After Correcting Rubric Type

Description:
When a new rubric is created (the rubric type is set to points) like 2-4, the following error appears "A valid number value must be entered: Points". After changing the rubric type to Points-range, which is the correct option, the error still appears and the rubric cannot be created. 

 
Steps to Repeat:
  1. Log into Blackboard Learn as an administrator 
  2. Go to a Course > Course Tools > Rubrics > Create Rubric
  3. in Rubric Type select Points
  4. Enter ranges in the Points field of each criterion for example 0-2, 2-4, 4-6
  5. Click Submit and an error will appear A valid number value must be entered: Points
  6. Change the Rubric Type to Point Range and fill the points fields correctly

Observed Behavior: 
The error A valid number value must be entered: Points continues to appear even though the parameters are correct.

Expected Behavior:
The rubric will be created.
