Allow Access to Course Button Requires Additional Privilege for the Instructor to Change Students Availability in Ultra Course Experience

Description:
In the Ultra course experience, the 'Allow access to course' button disappears after restricting the 'Course/Organization Control Panel (Users and Groups) > Users > Change User's Role in Course/Organization' privilege. The instructors need to be able to edit the availability but not the user's roles, which is not possible in Ultra course experience.
Steps to Repeat:
  1. Login to Blackboard Learn Ultra as administrator
  2. Go to Admin panel > Course/Organization Roles > Instructor
  3. Restrict 'Course/Organization Control Panel (Users and Groups) > Users > Change User's Role in Course/Organization' privilege
  4. Create an Ultra Course
  5. Enroll one instructor and one student in the course
  6. Login as an instructor
  7. Try to change the availability of the student.

Observed Behavior: 
The instructor cannot change the student's availability, there is no option to allow users access to the course
Expected Behavior: 
The instructor can change the availability of the student
