Announcements Scheduled in Unavailable Courses do not Generate Notifications

Description:
When announcements are setup and scheduled in unavailable courses, once the course becomes available, they are not triggering the notification to be sent. 
Steps to Repeat:
  1. Log into Blackboard Learn Ultra Experience as an administrator 
  2. Enroll and log in as an instructor 
  3. Make or access an unavailable course
  4. Create an announcement and schedule it to be released at a later date
  5. Unlock and make the course available
  6. Log in as a student and access the course 

Observed Behavior: 
The Notification record is not created. There are no corresponding e-mails nor Activity Stream events. 

Expected Behavior: 
The Notification record is created. There as corresponding e-mails and Activity Stream events
