Older_Release
Description:

When working with course menus in Learn Original courses, it is not possible to make any changes to the menu or access menu items until any external content embedded on any visible page loads. For example, if the user has content, such as an embedded video, on the page, this has to load before the Blackboard menu will respond. This is impactful if the main pages takes a long time to load.

Steps to Repeat:
  1. Log into Blackboard Learn as an Administrator
  2. Create or access a course
  3. Under Content, click Build Content > Video
    • Note: Embedding external content in announcements can also produce the issue
  4. Choose a video and submit
  5. Access the content page again and quickly try to click on any of the Course Tools menu items
Observed Behavior:
The page jumps up and the tool page does not load.  Similarly, it is not possible to make any changes to the menus, such as moving items up or down..

Expected Behavior:
The user should be able to carry on tasks without waiting for the page to load.
