Submissions Cannot be Graded Inline if Locale in the Course is Enforced to Arabic or Norwegian

Description:
In the Ultra Experience student submissions are not shown for inline grading or viewing when course is enforced to Arabic (ar_SA) or Norwegian (nn_NO) language packs. The only option left is to download only. 

For students to view their attempts or for instructors to grade these submissions, the files are not shown.
Steps to Repeat:
  1. Log into Blackboard Learn Ultra Experience as an administrator
  2. Create a course, access it and create an assignment 
  3. Enroll some students 
  4. In the Admin panel, edit the course language > set the language pack to Arabic and enforce > Save the changes
  5. Log in as a student > Attempt the assignment by uploading a document to the assignment
  6. As the administrator/instructor > Open the course > Go to Gradebook >  Gradable Items >  Assignment > Student submission



Observed Behavior:
Bb Annotate displays a rotating purple circle and the following message: "Conversion in progress. This document loads automatically when the conversion finishes". After a few seconds nothing happens and the document is not rendered.

Expected Behavior:
Bb Annotate renders the document and the instructor can grade the submitted work.
