Observer Dashboard Shows no Items Available

Description:
When accessing the Ultra Observer Dashboard as an Observer user, the complete list of courses where the user is enrolled is not displayed, usually, 1 or 2 courses out of the whole list are shown, and when accessing one of those courses to "Observe", the message "There are no available items in this course" is displayed.
Steps to Repeat:
  1. Log into Blackboard Learn Ultra Experience as an administrator
  2. Create an Observer user, with both the System role and Institution role set as "Observer"
  3. Associate the Observer to a test user/student
  4. Log in as the Observer user 
  5. From the Ultra Landing page, click on Tools > Observer (Dashboard) > Check the number of courses > Click on the Student's Username
  6. Notice the number of courses displayed vs. the number of courses that are supposed to be shown
  7. Click on the chevron icon next to the Course ID and click on "Observe"

Observed Behavior:
The number of courses does not match the courses the observed user is enrolled in, and when trying to observe any of the courses that do show up, the message "There are no available items in this course" is displayed.

Expected Behavior:
The number of courses matches the number of courses the observed user is enrolled in, and s/he should be able to observe any of those courses.

 

Symptoms:

Observer Dashboard Shows no Items Available and "There are no available items in this course" error is displayed.
