When accessing an Ultra course, the Progress Tracking option in the course's tool panel in the left is missing. 
Steps to Repeat:
  1. Log into Blackboard Learn Ultra Experience as an administrator 
  2. Access any Ultra course 

Observed Behavior: 
The Progress Tracking option in the course's tool panel in the left is missing. 

Expected Behavior:
The Progress Tracking option in the course's tool panel in the left appears.
