Annotate Drawing Tool is not Saving the Previous Setting

Description:
The annotate option does not save the previous setting, while moving to the next assignment, the user or instructor needs to set the annotate again.
Steps to Repeat:
  1. Login to Blackboard Learn Ultra Experience as an administrator.
  2. Navigate to Admin panel.
  3. Enter a course with completed Assignment submissions.
  4. Access the Assignment
  5. Review the first student attempt.
  6. Annotate (choose the color) highlight.
  7. Move to the next student > the setting is not saved.

Observed result: The annotate is not saving the current setting.

Expected result: The annotate option should save the current setting.
