Ulta Base Navigation 'Course Banner' Toggle Button is Disabled for Original Courses

Description:
When a Course Card image for Original courses is upload, the 'Course Banner' toggle button is disabled, and it can't turn it on/off.
Steps to Repeat:
  1. Log into Blackboard Learn as an instructor
  2. Click the Courses left-hand navigation link
  3. On a course card for a course in which you are the instructor, click the ellipsis in the top right corner
  4. Select 'Edit course image'
  5. Click the insert image button and upload a custom image
  6. Scroll down to the Course Banner section

Observed Result:
The 'Course Banner' toggle button is disabled and turn it on/off is disabled.

Expected Result:
The toggle button is enabled.
