Access Denied Error When Trying to Download a Feedback Attachment Created Inside the Gradebook

Description:
When creating two or more items that include attachments inside the feedback in the Gradebook, an 'Access denied' error shows up.
 
Steps to Repeat:
  1. Log into Blackboard Learn Ultra Experience as an instructor or administrator
  2. Create a course in Ultra View
  3. Go into the Gradebook tab > Click on (+) button > Add Item
  4. Give a name > Save
  5. Perform the same action and create another item
  6. Access the item created > Click on any student > Attach any document inside the feedback box > grade the item and post your grade
  7. As a student access the course
  8. Go to the Gradebook > Click on the item > Try to download the feedback

Observed Behavior:
An 'Access Denied. Either you are not logged in or you do not have the appropriate privileges to perform this action' error is displayed.

Expected Behavior:
The student should be able to download the attachment.
