Assignment Audio Feedback Cannot Playback When Browser Language is Chinese

The Assignment Audio Feedback cannot playback when the browser language is set to Chinese.
Steps to Repeat:
  1. Log into Blackboard Learn as Administrator
  2. Create a course
  3. Enroll an Instructor and user onto the course
  4. Create an Assignment
  5. Login as a student and attempt the assignment
  6. Login as the Instructor
  7. Access the grade center, open the attempt, and in feedback select full content editor (A icon)
  8. In the full content editor click on the + icon and select Insert from Webcam
  9. Record short audio, save it, and insert feedback
  10. Add the grade and submit it with the audio feedback
  11. Change the Browser Language to Chinese
  12. Access grade details from the My grades menu to verify that the audio recording is functional
Observed Behavior:
Error "Uh oh! There was a problem accessing the recording."

Expected Behavior:
Audio feedback plays on Chinese language browsers.
