Turning off Force Completion also Turns off Auto-Submit but the User Interface Does Not Show it

Description:
When deploying a test if the force completion option is checked the set timer option will be check automatically and the auto submit area will be grey out remaining in ON, that is functioning as intended but if Force Completion is unchecked the Auto-Submit option will remain grey out on the ON position even thought auto submission was tuned off in the database.
Steps to Repeat:
  1. Login to Blackboard Learn as an administrator.
  2. Create or access an Original Course and quick enroll in it.
  3. In the content area, click on Assessment > Test and create a Test.
  4. Add any question to the test.
  5. When deploying the test check the option for Force Completion.
  6. Observe The Set Timer will be automatically checked, and the Auto-Submit area will gray out by remaining in the default ON
  7. Click on submit.
  8. Click on the chevron of the test and select Edit the Test Options.
  9. Uncheck the box for Force Completion.
Observed Behavior: The Auto-submit remains grey out and in ON. However, if you submit the changes and enter in the Test Options again Auto-submit will be OFF even though it has not been manually changed.

Expected Behavior: If Force Complete is unchecked Auto-submit and timer option do not change and can be configure.
