An Error is Displayed When Viewing Peer Review Assignment Attempts as a Student and Instructor

Description:
Previously accessible Peer Review Assignment Submission attempts can no longer be accessed by students and instructors.  The following error is displayed: "You do not have permission to access this content. Please check with your administrator if you need access to this page."
Steps to Repeat:
  1. Log into Blackboard Learn Ultra Experience as an administrator 
  2. Create two Ultra Courses: bbtest_05266824a and bbtest_05266824b
  3. Enroll as instructor in bbtest_05266824a and create a simple item in the content so we have something to copy later. 
  4. Enroll as instructor in bbtest_05266824b and enroll two students
  5. In bbtest_05266824b create a peer review assignment and deploy it
  6. Log in as each student and submit the assignment
  7. Log in as instructor in bbtest_05266824b and navigate to the submissions
Observed Behavior: The instructor can view the submission without issues or errors
  1. As instructor copy bbtest_05266824a into bbtest_05266824b/assessment
  2. As instructor navigate to the same submissions

Observed Behavior: 
The following error is thrown:

"You do not have permission to access this content. Please check with your administrator if you need access to this page".

Expected Behavior: 
Submissions are viewable without error.
