The 'Experience the New Learn' Pop-up Appears in the Wrong Location and Gets Obstructed

Description:
When a user hovers on the Convert to Ultra button in an Original course, a pop-up shows up on the far left side. The "Experience the New Learn" popup shows up on the other side of the screen and is partially obstructed by the '+' button on the course menu.
Steps to Repeat:
  1. Log into Blackboard Learn as an instructor or administrator
  2. Access an Original course
  3. Hover over the Pencil Icon in the upper right of the course
Observed Behavior:
The 'Experience the New Learn' pop-up shows up on the other side of the screen and is partially obstructed by the '+' button on the course menu.

Expected Behavior:
The 'Experience the New Learn' pop-up would show up near the icon.
