Submission Attachments Show an Error When Trying to Download Them

Description:
When students submit images to an assignment, that one is not rendered and cannot be downloaded.
Steps to Repeat:
Note: This issue is not replicable from scratch, steps serve as a guide. 
  1. Log into Blackboard Learn Ultra Experience as an administrator or instructor
  2. Access a course
  3. Access an assignment that has images attached
  4. Check the submissions for two students 
  5. Try to download the image they submitted

Observed Behavior: 
Clicking on download shows:


This site can’t be reached” page with the file path and “The webpage at…might be temporarily down or it may have moved permanently to a new web address.ERR_INVALID_RESPONSE



Expected Behavior:
The image gets downloaded.
