New Question Pools are not Created if Questions Were Added to an Existing Question Pool

Description:
If a question pool is edited to add questions new question pools wont be created, instead the questions will be added to the edited question pool.
Steps to Repeat:
  1. Login to Blackboard Learn Ultra Experience as an instructor or administrator
  2. In an Ultra Course go to Manage Banks in the left menu
  3. Using the (+) sign create a new question bank
  4. Give a name to the question bank
  5. Create five questions of different types e.g. True/false or multiple choice questions
  6. Close the question bank and go back to the course content
  7. Create a test, in the test select Add Question Pool
  8. The questions created in step 5 should be seen
  9. Click on the box in front of the first question and click on Save
  10. A new pool is created with one question, click the View Questions option and then click in Add question
  11. Click the box in front of the second and third questions and save to add those questions to the pool
  12. Observe that the question now shows 1 of 3 questions in this pool is displayed randomly to students
  13. In the test create a new question pool and add the remaining questions created on step 5


Observed Behavior:
No new question pool is created instead the questions are added to the first question pool that now shows 1 of 5 questions in this pool is displayed randomly to students. 


Expected Behavior:
A second question pool is created.
