Class Collaborate Option Showing in Ultra Courses with the Tool Inactive

Description:
In all Ultra Course Settings, Class Collaborate is visible even if the tool is inactive or uninstalled.
Steps to Repeat:
  1. Login to Blackboard Learn Ultra as an administrator
  2. Go to System Admin > Building Blocks > Installed Tools > set Class Collaborate Ultra B2 to inactive.
  3. Go to any Ultra course > course settings (in the top right corner) and scroll all the way down

Observed Behavior:
The last option is Virtual Classroom > Class Collaborate > Allow student access

Expected Behavior:
The options shouldn't be seen since the tool is inactive.
