Linked Questions Pools are not Copied when Copying a Test from one Ultra Course to Another

Description:
Instructors in an Ultra Course have limited ability to copy content to other courses. Instructors do not have the entire list of Content to choose from like an admin does or Instructors do in Original View.
Steps to Repeat:
  1. Log into Blackboard Learn (Ultra environment) as System Administrator
  2. Create two new Ultra Courses and Enroll Administrator into both of them as an Available Instructor
  3. Enter first Course
  4. Navigate to Question Banks > Manage Banks > Select the + icon in the top-right to Import at least one Test Bank
  5. Once imported go into the Question Banks area and delete all but one using the garbage container icon
  6. Once you have one questions, exit out of that window and on the Course Content page click the + icon > Create > Test
  7. Enter a name for the new test
  8. Navigate to Use this space to build your test > Select the + icon > Add Question Pool
  9. Check the Question Bank on the left and then check the two Question Types checkboxes for Multiple Choice and True/False so all the questions display
  10. Click Select All > Add Questions > Save 
    • Note that it reads "Questions 1-20 POOL" at the top
  11. Exit from this page and examine the new Test
    • Note that if you Edit it, there are Questions in it and if you navigate to the Gradebook, the test is listed
  12. Enter the second course, created in Step 2
  13. Navigate to Course Content > Select the ... icon > Copy Content
  14. In the Copy Content window, search for the first Course with the Test in it and check the Test and select Copy 
Observed Behavior:
Once the Copy is complete, examine the Test it carried.  Note that it contains no Questions at all.  The Question Banks > Manage Banks area is also empty, as no Pools were copied.

Expected Behavior:
Question banks are populated in the second course.



Resolution/Workaround:

  1. Recreate the test in the source using "Reuse Questions" so it copies the Questions to the Test and breaks the dependency on the Pool.
  2. Copy the new instance again > export Course > Import Question Banks into the new Course and recreate the Test using the imported banks (requires cleanup of extra Question Banks)
OR
  1.  Copy as an Administrator outside the Course where you can select Tests, Surveys and Pools + Grade Center Columns and Settings (requires cleanup of extra columns, tests and banks not needed in the new Course)
