Add Institution Tools from the Content Market does not Work Properly

Steps to Repeat:
  1. Log into Blackboard Learn (Ultra environment) as System Administrator
  2. Navigate to System Admin > LTI Tool Providers
  3. Create a LTI Provider
  4. Create a Placement with Course Tools type
  5. Create and enter an Ultra Course
  6. Navigate to Course Content > Select the  "+" to add content
  7. Select Content Market
  8. Under the Institution Tools, click in the whole frame of the LTI Tool (not in the "+" sign)

Expected Behavior:
The LTI tool is added into the Course Content page.

Observed Behavior:
Depending on the LTI tool, a blank page or a Not Found error is thrown.



Resolution/Workaround:

Use the "+" (plus) sign to add the LTI Tool.
