Avatar Images Uploaded by Administrator do not Display in Ultra

Description:
When a System Administrator uploads Avatar images, the images do not display in Ultra.
Steps to Repeat:
  1. Log into Blackboard Learn (Ultra environment) as System Administrator
  2. Create a Student user
  3. Log in as Student > Click on the Profile
  4. Confirm there is no Profile Picture
  5. Navigate to the user's setup page
  6. Copy the id from the URL on that page as it is needed later e.g. ("id":"_10273_1")
  7. Download the attached zip file and unzip it
  8. Change the name of the folder from user_12345_1 to the id of the Student user created in Step 2 and saved in Step 6
  9. Zip the folder again as avatar.zip
  10. Log in as System Administrator
  11. Navigate to Administrator Panel > Avatars
  12. Select Allow Administrator to Assign an Avatar to Each User
  13. Click Browse > Upload the zip file created in Step 9
  14. Login as Student user
  15. Click on the Profile link
Expected Behavior:
The Profile Picture displays.

Observed Behavior:
The Profile Picture does not display.
