In Ultra View when editing/replacing an existing WebURL using VTBE, the file in Content Collection/Institution the original file the WebURL was pointing to is deleted

Description:
Editing/replacing an existing WebURL using VTBE, the original file and the WebURL was pointing to is deleted
Steps to Repeat:

1. Access Learn as administrator
2. Create a new course shell
3. Enroll the "administrator" account as Instructor
4. In a different browser tab, open the Content Collection (Admin Panel > Manage Content > Institution)
5. Create a new folder
6. Upload two files. (e.g. "file_one.pdf" and "file_two.pdf")
7. Copy the two files using the "Copy" option in the Content Collection. 4 files within the folder ("file_one.pdf", "file_two.pdf", "file_one(1).pdf" and "file_two(1).pdf")
8. Go to 360 view and copy the "Permanent link for the first three files.
9. Go back to the course.
10. Create a new Assignment with the following Settings
Due date: setup the date
Grade category: name
Points: setup maximum
Attempts allowed: 1
SafeAssign: Enable originality report
11. Add some text to the Assignment and include two WebURL's:
Download Instructions
Download template
12. Select text "Download Instructions" and click the "Insert/Edit Link". Add the first Permanent Link copied from step #8 above.
13. Select text "Download Template" and click the "Insert/Edit Link". Add the second Permanent Link copied from step #8 above.
14. Click "Save".
15. Click [X] to go back to the main page.
16. Refresh the page in the browser.
17. Enter again to the Assignment.
18. Check out the files under Content Collection (Admin Panel > Manage Content > Institution > Folder). Notice that we still have the four files.
19. Click "..." and choose "Edit".
20. Select "Download Instructions" and click the "Insert/Edit Link". Now, input the third Permanent Link from step #8 above.
21. Save.
22. Now, go to the Content Collection folder (Admin Panel > Manage Content > Institution > folder) and click "Refresh"

EXPECTED RESULT:

The four files in Content Collection should be visible.

OBSERVED RESULT:

Only three files are visible. The first file (file_one.pdf) was deleted.
