Content tab Displays Incorrect Label When Progress Tracking is Enabled in Ultra Organizations

Description:

In Ultra Organizations with progress tracking enabled, the content tab on documents displays an incorrect label: courseContent.organization.contentTabs.content instead of the expected "Content".

Steps to Repeat:
  1. Log into Blackboard Learn Ultra Experience as an administrator
  2. Navigate to System Admin > Courses > Create an Ultra Organization
  3. Create a learning module within the organization
  4. Inside the learning module, create a document
  5. Add a content section to the document and enter text
  6. Save the document
  7. Enable progress tracking
  8. Reopen the document

Observed Behavior:
The content tab is labeled as courseContent.organization.contentTabs.content instead of "Content".

Expected Behavior:
The document displays both the content and progress tracking tabs, with the content tab correctly labeled as "Content".

SaaS-Fixed (3900.123.0-rel.13 or higher)
