Custom Course Role With View Rubric Privilege Cannot See Link to Rubric But Can Access it Directly

Description:

A custom course role with the 'View Rubric' privilege cannot see the link to the rubric but can access it directly.

Steps to Repeat:
  1. Log into Blackboard Learn Ultra Experience as an Administrator
  2. Go to System Admin > Course/Organization Roles
  3. Create a copy of the Instructor role using the following settings:
    * Role Name/Role ID = Rubric_Viewer
    * Treat Users with this Role like Instructor = No
    * Grant Users with this Role Full Permissions on Course Files = No
    * Grant Users with this Role Full Permissions on Organization Files = No
  4. Remove all Privileges Except:

    "Course/Organization Control Panel (Grade Center) > View Grade Center Items and Settings"

    "Course/Organization Control Panel (Tools) > Tests, Surveys, and Pools > Tests > View Test Design and Settings"

    "Course/Organization Control Panel (Tools) > Rubrics > View Rubric"

    "Course/Organization Gradebook > Gradebook Item > Exceptions > View Item Due Date Exception"

  5.  Create a test User with no System Roles
    "rubric_viewer"
  6. Create an Ultra test Course and make it available
  7. Enroll the User in the Course with the Custom Role
  8. Access the Course as the Admin User
  9. Create a new Assignment with a Rubric and make it Available
  10. Copy the direct URL to the Rubric to reference later
  11. In another browser or session, log in as the user
  12. Navigate to the test Course and go to the Assignment's settings

Observed Behavior:
The settings show that a rubric is in use but the link is not displayed.

Expected Behavior:

The user would be able to open the rubric to view it.

  1. Use the copied URL from before to navigate directly to the rubric

Observed Behavior:
The rubric loads and can be viewed by the Custom Role User.
