LOR Users Are Unable to Browse the Content Collection

Description:

Users assigned custom system roles with all recommended Learning Object Repository privileges are unable to access the content collection when creating or editing content. Despite having the correct permissions, selecting the option to browse the content collection results in an error stating that the file system entry is not readable. This issue prevents users from attaching or reusing files through the content editor interface.

Steps to Repeat:
  1. Log into Blackboard Learn Ultra Experience Learn as an administrator
  2. Create a copy of the System Support role
  3. Add the following privileges to the copied role:
      • Base Navigation > Tools > Learning Object Repository
      • Base Navigation > Tools > Learning Object Repository > Search
      • Base Navigation > Tools > Learning Object Repository > Create
      • Base Navigation > Tools > Learning Object Repository > Edit
      • Base Navigation > Tools > Learning Object Repository > Delete
      • Base Navigation > Tools > Learning Object Repository > Copy Items
      • Base Navigation > Tools > Learning Object Repository > Tasks and Logs
      • Course or Organization > Content > Add > Learning Object Repository
      • Course or Organization (Content Areas) > Create Materials
  4. Create a user and assign the newly created system role
  5. Log in as the user with Learning Object Repository access
  6. Go to Tools and open Learning Object Repository
  7. Create a document and click the plus sign in the content area to open the Content Collection

Observed Behavior:
The user is unable to access the content collection and receives an error message stating the file system entry is not readable.

Expected Behavior:
The user should be able to browse and select files from the content collection without error.
