Downloading the Results of a Rubric-Graded Assignment Using the 'By Question and Student' Option Returns no Data

Description:

When attempting to download the results of an assignment graded using a rubric, selecting the "By question and student" option under the Format of Results leads to an issue where the downloaded Excel file contains no grade data—it appears completely blank.

Steps to Repeat:
  1. Login into Blackboard Learn Ultra Experience as Administrator
  2. Create a new Ultra course
  3. Create a new Assignment
  4. In the Assignment Settings, go to Additional Tools and add a Grading Rubric 
  5. Enroll a student in the course and submit work for the Assignment just created
  6. Log in back again as the instructor or System Admin
  7. Go to the submission of that student and in the option at the right click on Open grading rubric
  8. Add any grade using the Rubric and post the grade
  9. Go back to the Gradebook tab of the course
  10. Click on the ellipsis (...) at the right of the assignment and Download Results
  11. Select the options Excel Spreadsheet and By question and student
  12. Click on Download
 
Observed Behavior:
The downloaded Excel file contains no data—student responses and rubric-assigned grades are missing entirely.
 
Expected Behavior:
The downloaded Excel file includes the student's grade assigned via the rubric, displayed under the selected "By question and student" format.
