Assignment Submission URL Contains Hard-Coded Course ID When Exported

Description:

The outcome student submission text XML contains a domain-relative full URL which includes the course_id. When the course is restored, this is wrong and makes the file unreachable.

This occurs when archiving and restoring an Ultra course, then deleting the first course.

Steps to Repeat:
  1. Log into Blackboard Learn Ultra Experience as an Administrator
  2. Create a new Ultra Course and enrol a student
  3. Create an Assignment
  4. Login as the student and upload a file as the Assignment Submission
  5. Manually archive the course
  6. Download the archive (or you can also use it from the content collection)
  7. Restore a new version of the course with the package you just downloaded
  8. Delete the first course you created and all of its files
  9. Access the latest course and go to the Student Submission, attempt to download the submission file or view it. 

Observed Behavior:  

The following error is displayed

ERR_INVALID_RESPONSE

Expected Behavior:  

The file can be viewed or downloaded.
