When unenrolled administrators try to access Analytics, the window fails to display, and instead, a spinning icon is shown.

Steps to Repeat:
  1. Log into Blackboard Learn Ultra Experience as an administrator 
  2. Navigate to System Admin 
  3. Access any Ultra Course
  4. Click on the Analytics tab
 
Observed Behavior: 
The Analytics window fails to display, and instead, a spinning icon is shown.
 
Expected Behavior: 
The Analytics window should appear.
