Description:

When creating Ultra Course documents via 'Convert a file',  file conversion fails for PowerPoint and Word documents with multibyte character filenames.

Steps to Repeat:
  1. Log into Blackboard Learn Ultra Experience as an administrator
  2.  Create a test course and access it 
  3. Go to Create > Select Document > select 'Convert a file > Upload a Word or pptx. file 

 

Observed Behavior:

The file was converted without any error.

Expected Behavior: 

The file should convert without any issues.
