Bb Annotate Drawing Tool is not Saving the Previous Setting

Description:
The Bb annotate option does not save the previous setting, while moving to the next assignment, the user or instructor needs to set Annotate again.
Steps to Repeat:
  1. Log into Blackboard Learn Ultra Experience as an administrator
  2. Navigate to Admin panel
  3. Access a course with completed Assignment submissions
  4. Access the Assignment
  5. Review the first student attempt
  6. Annotate (choose the color) > highlight
  7. Move to the next student > the setting is not saved

Observed Behavior:
The Bb Annotate is not saving the current setting.

Expected Behavior: 
The Bb Annotate option should save the current setting.
