Changing Notification Settings From the Admin Panel Does Not Change Global Notification Settings

Description:
Changing notification settings from the Admin panel does not change global notification settings.
Steps to Repeat:
  1. Log into Blackboard Learn Ultra Experience as a student
  2. Go to Profile > Global notification settings > Email notification > Make sure 'New content added' is checked
  3. Log in as an administrator > Admin panel > Notification settings > 'New content available' > set to 'Always off'
  4. Log in as a student > Navigate to Profile > Global Notification settings > Email notification > the 'New content added' is still checked.
Observed Behavior:
The student still can see the 'new content added' checked even though it has been turned off.

Expected Behavior:
The Administrator should be able to turn off the 'new content available' globally.
