When 'Prevent Window Resize' and 'Prevent Right Click' Options are Enabled for SCORM the System Does Not Halt Those Actions

Description:
When an instructor or administrator enables 'Prevent Window Resize' and 'Prevent Right Click' for SCORM, the system does not halt those actions.
Steps to Repeat:
  1. Log into Blackboard Learn as an administrator or instructor
  2. Access any Original View Course with a SCORM package
  3. Locate the SCORM item in the Course Contents > chevron > Edit 
  4. Scroll down to Advanced Options > Set 'Edit SCORM Player Behavior' to Yes
  5. Under Navigational Controls enable 'Prevent Right Click'
  6. Under Launch Behavior enable 'Prevent Window Resize', also specify Height and Width pixel values for 'Specify New Window Dimensions'
  7. Save the changes and enter Student Preview Mode
  8. Start an attempt for the SCORM package
  9. Once the SCORM player launches, attempt to right click on it and to resize the window


Observed Behavior:
The student is able to right click and resize the window.

Expected Behavior:
The student is not able to right click or resize the window.
