Issue With Importing QTI 2.1 Package From Canvas to Blackboard Using OpenStax

Description:
In the Original and Ultra Views, when attempting to import QTI content from Canvas to Blackboard, the following error message is displayed: "Unable to convert the given package."
Steps to Repeat:
  1. Log into Blackboard Learn as an administrator 
  2. Access an Original or Ultra Course
  3. Go to Course Management > Course Tools > Tests, Surveys, and Pools 
  4. Click on Test > Import test > Click on browse file > Import the package that is attached


Observed Behavior:
The user receives the following error message while importing the quiz: 
"Unable to convert the given package."

Expected Behavior: 
​​​​​​​The package must upload without any errors.
