Some Discussion Boards Post Grades Automatically

Description:
Some Discussion Boards post the grades automatically, even when that option is not available for forums.
 
Steps to Repeat:
  1. Log into Blackboard Learn as an administrator
  2. Create an Instructor's Choice course
  3. Create a Forum
  4. Make the forum gradable and assign any points amount
  5. Make the course unavailable and convert to the Ultra Experience
  6. Commit the preview
  7. Add users/use student preview
  8. Post to the graded discussion
  9. Return to the instructor's view
  10. Grade the posting. Enter any grade and click on enter or click out of it.


Observed Behavior
Grade is posted at once. 

Expected Behavior:
Grade 'needs posting' message displays.
