Unable to Delete Attachments in Assignment Content on Ultra Courses

Description:
When an attachment is added to the content on an assessment using the 'Add local file' feature on an Ultra Course, the 'delete' option will disappear once the attachment is viewed by any student. 

The issue only affects Ultra Courses and attachments on assessments.
Steps to Repeat:
  1. Log in to Blackboard Learn Ultra Experience as an administrator
  2. Create an Ultra Course
  3. On the Course Content, click the Add Content Option to create an assignment
  4. On the assignment select the Add Content Option, and select 'Add Local File'
  5. Select a file form the file system and click open
  6. Mark the 'Select and Download' option and click save
  7. Save the assignment
  8. From the Content View, select the option 'Visible to Student' for the created assignment
  9. Enroll a test student user on the created course
  10. Log in as a student
  11. Search for the course and the assignment
  12. On the assignment, click on the content with the file created and close the assignment
  13. Log in as an administrator
  14. Navigate to the course assignment and display the content options
Observed Behavior:
The 'delete' option disappeared and the user would not be able to delete the attachment.

Expected Behavior:
The 'delete' option is available, and the user can delete the attachment.



Resolution/Workaround:

Use the 'Add Text' function upon the student viewing the assessment, and you will still have the ability to Edit and Delete the attachment.
