Class Not Found Errors After Start Up Causing Errors When Accessing Content and Courses

Description:
Users are unable to access content and courses due to 'Class not found' errors.  
Steps to Repeat:
Note: There are no exact replication steps for this issue because it depends on nondeterministic behavior during startup. The below steps show what occurs if the problem has already begun.
  1. Log into Blackboard Learn as an administrator 
  2. Navigate to Admin > Courses > Access a course 

Observed Behavior:
The user cannot access the course and the following error is displayed:
"Could not initialize class blackboard.xml.XmlPropertiesUtil
For reference, the Error ID is xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx"


Expected Behavior: 
The user can access the course. 
 


Cause:

This issue can only arise if the site had the issue in KB № 000077232 When Grading a Group Assignment Clearing Individual Attempts for a Group Will Lead to an Error and the solution to clean up affected data did not work.

In some cases the solution to clean up the data for that issue did not work. The company detected this and created another solution. However this solution created background threads that could, depending on nondeterministic factors, cause a required XML processing class to be loaded incorrectly. Once that occurred the JVM marks the class as "not found' and subsequent calls to this class from elsewhere in code failed. This class is very commonly used.

Resolution/Workaround:

Contact Blackboard Support for a workaround for this issue.
