Content Collection Inaccessible after Home Page Custom Folder is Deleted

Description:
If a custom folder that is used as a user's home folder is deleted, then the user no longer has access to the Content Collection.
Steps to Repeat:
Prerequisites: Content System is enabled.
  1. Navigate to Blackboard Learn as Administrator
  2. Go to Tools > Content Collection > Institution Content
  3. Create a folder
  4. Click on Personal Settings
  5. Under Home Page Settings select Custom Location
  6. Browse to the folder you just created
  7. Click Submit
  8. Then, navigate back to Tools > Content Collection
  9. Note the home folder is now Institution: FOLDERNAME
  10. Click on Institution Content
  11. In the context menu next to FOLDERNAME click Delete
  12. Close the Content Collection using the X button
  13. Go to Tools > Content Collection again
Observed Behavior: This error is shown: Cannot display that location. Either the user, pass, or the folder does not exist.

Expected Behavior: As the folder no longer exists the Home Page reverts back to system default
