The Virtual Classroom Setting Disappears When it Does not Allow Students to Access

Description:
When turning off 'Allow student access', the 'Allow student access' setting disappears and cannot be turned on again.
 
Steps to Repeat:
  1. Log into Blackboard Learn Ultra Experience as an administrator or instructor
  2. Create an Ultra course and enroll some students
  3. Go to the Course Settings
  4. Virtual Classroom > Class Collaborate
  5. Set off 'Allow Student access'
Observed Behavior: 
The 'Virtual Classroom' tab disappears and cannot be changed in the 'Student access' setting.

Expected Behavior:
The 'Allow student access' setting should appear and to be turned on. 
 




Information:

When the student accesses is off, <section class> is not generated at all.

Target Release:

SaaS-Fixed (v3900.84.0-rel.48 or higher)
