Descripción: When trying to open an announcement by clicking the link provided in the email, the announcement does not open unless "announcement-list" is removed from the URL.

Pasos para repetir:

1. Log into Blackboard Learn Ultra Experience as an administrator 
2. Go to Admin panel > Courses > Create course
3. Enroll an instructor and a student 
4. Log in as the instructor and post an announcement with a link in the course 
5. Click on "Post now" option

• Notice an email notification with the posted link and the View Announcement button is received.

6. Click on the link

Observed Behavior:
On clicking on the View Announcement button, the announcement does not open and an error message stating "Uh-oh. We can't find that page" is displayed.

Expected Behavior: On clicking on the View Announcement button, the announcement should open without any error message.
