Descripción: In Ultra, instructors are not receiving all Needs Grading Notifications for Assignments and Exams in their courses when the notification settings and options are set to send them. 

Pasos para repetir:

1. Log into Blackboard Learn Ultra Experience as an administrator 
2. Create an Ultra Course 
3. Enroll an instructor and a student. Ensure the instructor has the email address to get notifications with the user's options enabled to receive New Gradable Items Email Notifications.
4. Create a Learning Module and deploy an assignment or test directly in the Learning Module
5. Inside that Learning Module create a Folder and then create another assignment or exam in that Folder and deploy it.  The qualifying factor for these gradable items is that it cannot be auto-gradable so create it, so it goes into needs grading status.
6. Submit the assignments as the student
7. As the instructor wait for the email notifications that there are new submissions for each item

Observed Behavior: The instructor receives the Needs Grading Notification for the Assignment in the Folder but not for the one directly within the Learning Module.
 

8. Clear the attempt for the assignment directly within the Learning Module
9. Move the assignment into the folder
10. Submit the assignment as the student and wait as the instructor for the email notification.

Observed Behavior:
The same assignment that did not generate a notification directly within a Learning Module does generate a notification when placed in a Folder even though the folder is in the Learning Module.

Expected Behavior: 
The instructor gets the notification.
