Blackboard's iframe for embedded LTI content obscures the Ultra help icon. This causes Blackboard to fail accessibility testing.

Prerequisite: Make sure an LTI tool that uses an iframe to embed content is installed on the system.
- Log into Blackboard Learn Ultra Experience as an administrator
- Set the LTI tool up for deep linking
- Navigate to System Admin > Courses > Create an Ultra Course
- Navigate to Course Content > Add Content > Content Market
- Create course content using the LTI set
- Open it and observe the iframe render
Observed Behavior:
The LTI iframe renders and overlaps the Ultra help icon.
Expected Behavior:
The LTI iFrame renders without overlapping the Ultra help icon.
