Description:

Goals are not getting collected for tests with essay questions. 

Steps to Replicate:

1. Log into Blackboard Learn Ultra Experience as an administrator
2. As an instructor access an Ultra Course 
3. Create an assignment aligned to a goal
4. Create a test with essay questions aligned to a goal
5. As a student take the assignment and the test
6. As an instructor access the course > Go to Goals and Assessment > Create a goal > Assign the goal and the course
7. Wait until the goals are collected

Observed Behavior: 

Only the assignments are collected.

Expected Behavior:

All the activities should be collected.
