Descripción: When the 'Check for plagiarism with SafeAssign' setting is enabled on an Assignment, it cannot be unchecked after saving the Assignment. 

Pasos para repetir:

1. Log into Blackboard Learn as an Instructor
2. Enter a course and create an Assignment
3. Fill out the required fields and enable the Check for plagiarism with SafeAssign setting 
4. Click on Submit
5. Click on Edit for the Assignment to re-enter the Assignment settings page
6. Uncheck the plagiarism setting
7. Click on Submit. 

Observed Behavior:
Upon re-entering the Assignment settings, the plagiarism setting is enabled. 

Expected Behavior:
The update to the plagiarism setting is saved.
