When Courses have Third Party Content with Due Dates Students Receive Past Due Emails Even if They Have Submitted

Description: On affected sites, students may receive Past Due Emails even though they submitted their assignment on time. This is only occurring for 3rd Party Content such as LTI or Cloud Connector Items.
Steps to Replicate: Note: It is not known how to reproduce this issue from scratch, however, below are the general steps on affected sites.
- Log into Blackboard Learn as an administrator
- Create a course and enroll an instructor and students. The students should have valid email accounts.
- Log in as the instructor and create a LTI or Partner Cloud Tool assignments with due dates
- Log in as a student and submit attempts before the due date
- Have the students check their email a little while after the due date
Observed Behavior:
The students receive emails for their submissions, but the Daily Digest later indicates that they are 'Past due' for those same assignments.
Expected Behavior:
The students should only receive emails indicating that they had submitted their work on time.
